If these proposals had been adopted by the Government then, £Billions
worth of damage could have been avoided and many lives saved.
This is clearly a case of blatant Political & Government Criminal Neglect of
Duty.
Flooding
Report 2002:
Fluvial Flooding due to the increased rainfall has become a serious and
growing problem for many areas of the UK.
There
are several reasons that fluvial flooding occurs:
During heavy rainfall over a large area such as the Thames valley, the water
drains off the surrounding area into smaller rivers and then eventually
into the main river. The ability of the river to accommodate the increased
water is dependant mainly on its tidal condition. The increasing water
levels of the world’s oceans and seas must also be taken into account.
Due
to a combination of the increased rainfall, a high tide (especially a
‘Spring Tide’ that occurs every 28 days at the Full Moon or New Moon)
& the rising sea levels, the excess rainwater is unable to drain off
the lower areas in the valley basin.
Over
the past 9 to 10 years (since 1999) this flooding has increased with loss of life and
£Billions of property, environmental & ecological damage.
Draining
Reservoirs:
There is a simple, cheap, tried and tested method to prevent local
flooding that can be implemented at a local government and community
level.
Every
area has reservoirs that are used mainly for storage of emergency water
supplies in case of drought. In the past, if a particularly heavy rainfall
was expected, the various water authorities adopted the practice of
partially draining down some of the reservoirs to accommodate the
increased rainwater and subsequent flood water.

November
was a cold, sunny month with near average rainfall in most regions. Levels
in some major reservoirs were drawn down to provide flood attenuation but
overall stocks for England and Wales remain around 93% of capacity - the
highest for early December since the national monitoring programme began (note
however, that stocks in the spring of 1999 will be more important in
relation to the water resources outlook for next summer). River
flows were substantially above average in most regions during November but
- the first couple of days aside - flooding was limited and localised. A
few pockets of depressed groundwater levels remain but brisk recoveries
characterised most aquifer outcrop areas.
Conclusion:
In 1999, this
practice has ceased probably because the various semi-independent water
authorities were then controlled and managed (or more accurately;
mismanaged) by the newish Labour Government and the Environment Agency.
Coincidently Herr Blair and the Labour Government came to 'power' in 1997,

communicated with several senior members at the EA, it would appear that
the original reason that the practice of draining down the reservoirs ceased was a political decision because; No Politician or government
member wanted to be held responsible for instigating a ‘hose pipe ban’
or drought if the reservoirs could not be refilled before the following
summer.
So what’s more important saving lives, property and
environmental damage or not being able to water your garden or wash the
car for about 2 months in the summer?
Obviously water levels are important and can be
predicted and calculated. By monitoring the ever changing climatic
conditions and proper water management, there should be absolutely no
reason why there should be any risk of a summer drought in the UK. Ref:

This is the EA’s website dealing with flooding, it is woefully
inadequate in its proposals (if any). This is another example of the lack
of interest, knowledge and ability of the government and politicians to
address a very serious social & environmental issues.
Flood Action Groups: (FAGs) &
the
APPP: Anti-Political Political Party:
Over the years many local FAGs have been created in an attempt to address
a very serious and growing problem.
The APPP has been formed to take practical action to overcome the Flooding
Problem and many other Political & Government Induced problems.
The APPP's primary role in these issues is two-fold:
1. To propose Practical Solutions to most of the problems.
2. To coordinate various Action Groups to contest and combat the Government
and Political ineptitude in dealing with these problems.
You and your Group owe it to
yourselves and your fellow local inhabitants to join the APPP, as soon as
possible.
The
Solution.
The basic solution is to partially drain off local reservoirs,
(every area has them) and pump the potential floodwater into the partially
empty reservoirs. As the river levels and tide recede, the water can be
gradually released, allowing capacity for any subsequent rain &
potential floodwater.
If an area has not got enough reservoir capacity,
new reservoirs could be built. In the summer these could be used as
‘water theme parks’, fishing & sailing lakes, this will pay for
the building and maintenance of the reservoir.
Since many reservoirs already exist there is no great capital outlay, water is
normally taken from rivers to fill the reservoirs in normal usage. It
may be found necessary to install a few more pumping stations, this would
be a minimal cost compared to the potential loss of live and environmental
& property damage.
Landfill
or Water Parks:
We also have a nasty habit of dumping our waste into large holes in the
ground such as disused quarries and gravel pits. If we learned to recycle
waste as they do in Switzerland or Sweden, we could then use these holes
as water theme parks and reservoirs.
Who
Pays???
Whatever the cost, the $65million question is 'Who Pays? There are numerous
possibilities such as government and insurance companies could be a
reasonable starter.

1901 Law, the formation of Associations.

Associations.
The
system I would like to propose is based on the French 1901 Law of which
you may or may not be aware. The 1901, as it is fondly known in France,
was probably some dastardly Marxist plot to avoid the government
bureaucracy and allow the French Public to enjoy a virtual separate
democratic system and ensure that the government do what the people want
and not the other way round, as it is in the UK. The 1901 law is similar to
the UK’s Charity Commission but relies on 100% tax deductible donations
from Association individual and corporate members. There are approximately
600,000 French associations compared to only 118,000 reg. charities in the
UK.
On
the understanding that we are EEC members, which means that whatever the
French can do to benefit their society under the law, so can we in the UK.

By
forming a similar British law, individuals and corporate members of the
‘Noah Syndrome-Flooding Association’, those who are at risk or involved in flooding
issues can make 100% tax deductible donations. In this way money that
would normally go into the governments bottomless coffers, to be
squandered and wasted on crackpot ideas like increasing road traffic
revenue and control, can
go directly to the problem in hand without a lot of government involvement
and mismanagement.
In
this way the government pay indirectly for environmental improvements.
Living with Floods.
DEFRA have commissioned an 87 page report entitled "Learning to live
with Rivers" by the Institute of Civil Engineers. it is available on DEFRA’s
website: http://www.defra.gov.uk This report
fits in well with most of Global Unity’s concepts and proposals on the
subject, it also recognises that this is a local issue and should be dealt with
at a local government level. There must also be cooperation between adjacent
councils that are affected by the same river system, otherwise one councils
solution will become another council’s problem. Although each area should
arrange their own reservoir system, the problem and solution is the same for any
potential flood area.
This will probably require
government or environment agency funding and coordination, ( more commonly known
as 'The Dead Hand of Government).
These proposal would be better conducted through CETEE
since the supposed 'Government' doesn't seem to be capable of organising the proverbial
"Piss-Up in a Brewery".
